I think it is safe to assume that the spooks have "root" access to all CPEs.
You need to provide your own "firewall" behind the CPE if you want security.

Also, Canonical have root access to all Ubuntu Linux installs. After
all, who compiles all the binaries, when you install Ubuntu Linux.
