Like you, I'm aware that I'm not in possession of all the facts; I've just sent a mail through their form saying that I had been hoping to come and get the full BP experience, but it now seems that I would not be able to (or perhaps I could, if I knew to find the NMoC and pay an additional entrance fee to see their part of the site?) but that either way, I fail to see how anybody could think that these changes would in any way enhance a visitor's experience of the historic site.
 
Let's see if they respond, and if their explanation does make any sense,
