Just a word of warning - as I understand it the reason some
distributions use the ~/Public/ directory is that the gnome-user-share
application can be set to share files in this directory using WebDAV:

I've never used gnome-user-share, but I suspect that if it runs the
WebDAV server process as your own user ID then it won't matter what
group or other permissions are on ~/Public/ or your home directory.
Also moving files to /srv/ would probably be good for sharing via
Samba or Apache but will break the gnome-user-share system.
Overall I think is it probably best to look at what system you will be
using on the client devices (eg SMB for Windows, HTTP for web
browsers, etc), and setup the machine hosting the files to match that.
