I think the correct answer is no. You are allowed to make modifications
to GPL'd software, but you are only required to make those modifications
available if you choose to distribute them. Disney could have kept
their changes internal, and so it could be said they've done a nice
thing. However, I can't see they have anything to gain by keeping such
changes secret, so maybe they've only managed to avoid being actively
nasty.
