You might also like to set up a network sniffer such as ethereal on  
the machines.  At the very least it will tell you whether packets  
from Germany are getting to your LAN and have the right destination  
port (or to the LAN in Germany).

Ethereal requires direct access to the network, which usually means  
that it needs to run as superuser, but other than that installation  
is usually quite straightforward.  tcpdump will do the same but  
without the graphical interface, not that that should be a problem if  
you are considering VNC.
