[Gloucs] Draft new GLUG website

Glyn mentioned that the Gloucestershire LUG website is way out-of-date, 
and would be better replaced with something simpler that didn't require 
updating.

One single page. Links to mailing list mailman page. Automatically 
calculates date of next meeting and links to map of MessageLabs venue 
(but warns to check on the mailing list). Has option to view the PHP source.
