Does the problem only significantly affect moving items? For example,
does your video look like the video captures in http://www.100fps.com/
? Try playing with the de-interlacing settings in the video player to
try and improve this (note that you'll never completely get rid of
it).

If your using the x11 driver then you should be able to use the GIMP
to capture a screenshot. I'd recomend pausing the video first though.

Unlikely, I've been through the whole 2.6 series and never seen video problems.
