In certain limited circumstances [1], yes, but not to publish
on the web, where you wanted all users to access it.
OOo can export to HTML, but it isn't good code, and will
occasionally make things difficult for users with
accessibility problems.
Far better to either use your favourite text editor (if
you are comfortable with HTML and CSS, or wish to reach
such a state), or to use Screem, Quanta, or Bluefish.
Kompozer/NVU is another option.
Firefox plugins such as FireBug and the Web Developers
Toolbar will also help a lot.
Alternatively the page may be better suited to a package
like WordPress. If you tell us more about it we can
offer better suggestions :-)
