[HLUG] ubuntu upgrade from within?

I can't upgrade ubuntu from a CD.
Is there a way to do it from within ubuntu 8.04?
It updates the programs but not the OS.
I vaguely recall hearing about a setting somewhere
to let it upgrade the OS.
