after spending some more time googling, I found a solution that works at 
least partially: under KDE 4 Systemsettings choosing private -- Land/ 
Region & Language -- Keyboard Layout -- Keyboard Modell: evdev managed 
keyboard (not sure if the names really go like that, translated from my 
German settings ;-) ).
Took a while to actually find those settings. Why would anyone put them 
where you could find theme, like Systemmanagement -- Keyboard & Mouse, 
or  Advanced -- Hardware.
