It is done by creating a cable with non-standard wiring so it can receive
but not transmit packets.
Such a cable enables sniffing of traffic outside the firewall without the
promiscuous [listening] interface responding to layer 2 requests (e.g.
arp). Having no IP address and a normal cable is often 'good enough' but I
thought the read-only cable was such a novelty it was worth mentioning.
