[Herts] linux box as router

basically it works pretty well, except that it isn't forwarding icmp
fragmentation packets. it gets them on the external interface but they
don't get passed to the machine from which the packet originates.

setting a smaller mtu on the originating machine fixes it, but
obviously this is not so practical with a mixed network including
machines that aren't always there.

the router is a fairly standard setup iptables+dnsmasq, any thoughts?
