Are you sure lilo does that? Last time I looked lilo was pretty dumb,
grub is good, with grubby it does lots of kernels. At the very least you
should rewrite the boot sector by re-running lilo, sometimes you get it
working without having to do this (by pure coincidence the same sector
is used for the new kernel as was for the old) but most of the time
you'll get 1's and 0's running down the screen, and maybe you'll only
get 'li' and then it hangs (as with each letter of lilo represents a
stage in the boot process)

I must say grub is far better than lilo, the only advantage I have seen
so far as to lilo over grub is animations, which have their charm but
I'd much rather a rock steady boot loader like grub, which even when
I've seriously messed up the config file I still have a command line I
can feed with new parameters including a kernel file (as grub has
support for e2fs, in stage 1)
