Bugzilla is a web-based issue (bug) tracking system used by many open
source projects. To 'use' it you need to go to the bugzilla site. In
this case I believe it's bugs.gnome.org.
Remember to always search for bugs before filing new ones. If a search
doesn't turn up any results, try pre-pending "ALL" to your search terms
when using the quick-search on the front page.
