Possibly of help, if you emerge gentoolkit and then run "equery f
xorg-server" it'll show you all the files that belong to the xorg-server
package. Only works for installed packages.
Failing that, there's always #gentoo and #gentoo-uk on Freenode IRC =)
For reference, mine's also under /etc/X11/
Does /etc/X11 exist at all? There's usually a whole bunch of files in there.
