I looked into this a while ago as at work I have 12 machines running
Ubuntu and one ADSL connection shared with many users.

One opportunity is to start off using something like apt-proxy. While
it isn't the whole repository its close and does all Debian based
distros. I have notes on it on my site:

I use apt-proxy although it's aimed to be used when a net connection
is available it is good if you have a collection of machines on a LAN
using ubuntu. It also mirrors the repository layout which a normal
proxy won't do.
