The only remotely dynamic (as in changes more than once a week) part is
the planet feed, for which something like
http://intertwingly.net/code/venus/ would be the way forward, this is what
is behind planet.debian.org. 

I think the only argument in favour of the current cms type thing is the
whole idea of having a really simple wysiwyg editor thingy in a webpage,
which whilst being very fancy, I am inclined to say, just use
vi/emacs/nano/pico/magnets to edit the content.
