I'd suggest doing all updates, & see what happens...

Perhaps update to 12 if no fix?

Weird things like this happen...

It may also b that the battery he's purchased is a cheaper copy, doesn't monitor it's own charge capacity, & so doesn't give the relevant feedback to the OS.
