[Klug-general] shared hosting expectations

I think it's sorted out now. after telling them it was useless and id seen
on their forums quite a few others experiencing the same problems. they
moved it to a new Apache instance. speed sub 500ms.

seemed to affect only php, after authorization it would hang. a second
request might complete before the first.
seems resolved now anyway. it's not my site or account to change from
dreamhost.

never experienced such problems with my site on positive internet or more
recently contextshift.
