ha ahh I think we've cracked it!

which reboot:

/sbin/reboot

I changed it to this is visudo and also on on remote machine

this command then seems to work;

ssh -t administrator at 10.0.100.38 sudo /sbin/reboot

if asks me for a password but this is the password of the local machine
I have to enter the password for each machine. but this is still simpler
than logging into each machine and typing the shutdown command in for each
one
