Yes, agreed Jo but the users you describe are not the users you find on
library computers. A user "that is using the pc as a 'tool'" is far more
likely to have her own computer at work or home and when travelling if
she needs something  for work then she'll bring a laptop with her, won't
she?

So much for the end user. As far as the admin side goes, I'll do some
digging and see if I can contact people from cities that have already
made the change and see what they have to say. The content of the FOI
response seems loaded with vague suppositions involving virtually no
concrete evidence.
