[Lincs] Test Web site

i like it... i like it a lot..
and most of all it works and is easy to navigate and use!

now the big question is, who gets site admin? a select few, or all
active lug members?  obviously not everyone should get it otherwise
we'll end up with a similar mess to the wiki, but dont we also want to
make sure its as open as possible??
