I have a job, but I'd like a change if something suitable comes up. 
You complain about (effectively) the time you "waste" reading 
non-job-adverts. Those complaining are merely pointing out that 
they'd rather not waste time having to ask for basic information 
(location, salary) before they can make a decision whether it's worth 
going further.
I suppose, the alternative to quoting a salary (range) in the first 
place, is that everyone on the list for whom the job is potentially 
interesting asks privately and the poster has to quote it many times 
over. Not exactly good use of anyone's time.

I wouldn't not apply for a job just because no salary has been 
specified in the first advert, but I sure as hell wouldn't apply for 
one without having some idea first whether it pays enough for me to 
live on (and preferably gives me a reasonably comfortable standard of 
living). Ultimately, at some point there comes a line where you say 
"I'm not interested in that job, in that location, for that salary" - 
and for every individual the factors will have different weights 
(which may vary with time), but ultimately, I think few people would 
omit one of those three factors from an initial assessment.

If you take the argument to it's logical conclusion, if salary is an 
optional bit of information, then how about location, type of work, 
type of job (contract, permie, full time, part time, open ended, 
fixed period). How about people just post "I have a job opening, 
contact me if you are interested" - I think even you'd complain about 
the terseness of that !

And if you look at the thread, some of the harshest comments have 
been ... not from those commenting on the lack of some piece of 
information, but from those complaining that anyone would be bothered 
about it not being there !
