I don't believe this is the case. Originally it was supposed to be within
5.5km, but experience has shown that ADSL often works at considerably
greater distances. I understand there are some installations working at
10km for a 512kbps circuit.
BTW the number is 17070, not 17040.
A router with firewall is a very good starter option, but not adequate
alone in my opinion unless the router firewall is specifically configured
to block certain traffic, rather than relying on NAT alone. It does depend
to some extent on what
kind of machines you're trying to protect.
