I think they ought to worry about uploads much more, but there is some logic. 
 If there is much P2P then there could be contention at the UBRs and 
complaints about the transparent proxies suggest that at some times of day, 
evenings?  Maybe servers are overloaded to.

So praps they do have some techie saying, there's too much downloading and 
it's the UBRs *not* the external links which are stretched, they said.
