What do you mean by 'webaccess'?

If you actually mean file access via the internet, then yes you can use 
a samba server open to the internet for that...

However, you should look at tunnelling/encrypting whatever shared mounts 
with ssh or whatever.


You could even leave a windoze box open to the world and see what fun 
people have in addition to your smbclient (;-))
