Well it will make it harder if you don't have access to unlock it.
People like 123reg should have web interfaces to let you lock/unlock.

Only corrupt registrars could steal your domain unless you can somehow
trick them into thinking they've got authorisation from the admin
contact.
The gaining registrar is still supposed to have proof from the admin
contact in case the transfer is challenged. Also the losing registrar
can deny the transfer because of express written communication (can be
email too) from the current admin contact but if there is none in 5 days
they'll let it go.
I'm hoping it's going to make transfers in for us easier but it's true
that if each domain just gets locked that this won't be the case. I'd
also hope that if there were any corrupt registrars they'd get slapped
down pretty hard for the number of times the transfer dispute is used
against them and ultimately removed as a registrar.
I might be being to trusting of people though.
