[Nottingham] NTL speed increases

On a related point, I've noticed that although download speeds are OK,
while using Bittorrent the upload speeds are very ropey indeed. The
graph in Azureus shows short periods of a "plateau" with constant 25
KB/s upload speed, and then long periods that look like a mountain
range with speeds fluctuating from 0 up to 20 KB/s.

To my untutored eye this looks like a Fault. Is it something I should
report to NTL? (I'm an NTL newbie in the Basford sector of their
network.)
