I wouldn't bother unless _you_ have a specific identifiable fault.

More likely is that the destination that you are uploading to is 
suffering ACK packet delays due to their link being saturated.

You yourself could be suffering similar delays on your link (in the 
reverse direction) because you haven't throttled the data and you're 
seeing a second or so of data buffering on your modem.

Look up wondershaper, or come to my talk on traffic shaping later this 
year. Also look up chaos theory and critical systems (;-))
