Um, yes it can - Mailman (which the nlug list uses) has a moderation facility:

I'm not saying moderation would be a Good Thing - I don't think it should be 
necessary for a group of this sort, in fact, though the ability to 'throw a 
switch' and moderate in the short term when a flamefest gest going could be 
useful.  But it is possible.
