The major issue with the NHS et al is that lots of code has already been
written to expressly support IE6 (a decision made back in the day for
whatever reason). All that code can't be replaced overnight, so it will
take years to migrate away from. If ever.
The same holds true for Windows installs - there's that inertia of the
current install base.
I still have to support site on IE6 for corporate clients, it's a royal
PITA.
If only we had a time machine - we could go back in time and punch in
the face anyone who mentioned "ActiveX".
