[Nottingham] Smart meters

In regards to smart meters, of course the meters would be rushed, look at
why they are getting rolled out so quickly. There's government target to
get all houses on a may meter by 2020.

On the estimated read situation, British gas have a Responsibility to read
all their meters at least once every two years, how ever the responsibility
of getting accurate bills from up to date meter reads is a 50/50 spilt.
