Reads almost like an attempt at power saving, or it could be an
incompatibility with hardware. There appears to be some issues with
Samsung hardware; what make and model is your netbook?

There's also the chance that 14.04 contains a fix.

As for diagnosis...have you looked in the log files (e.g.
/var/log/syslog) to see if anything jumps out after a dim?
