To be fair, I don't think the EFF have this right. The House of Lords 
doesn't have the ability to make new laws, they can only approve of or 
pass back laws which are passed in from the Commons. They can recommend 
changes to it the laws, but these changes, IIRC must then be debated by 
the Commons.

Unless I'm completely wrong, this is simply an American misunderstanding 
of the way the UK government works.

 From what I know of the state of the debate, the law will never pass, as 
the Lib Dems have declared they'll vote against it, and Labour will vote 
against it because it'll piss off the Torys, and that's a majority 
against.
