Don't they just need to join a regulator? If they don't like Impress, 
can't they just start a new one and get that recognised?

If anything, it's "Private Eye" I'd be more concerned about. They have a 
habit of exposing the rancid underbelly of Westminster and the Rotten 
Boroughs.

I do agree though, expecting the defendant to bear all the costs even if 
they win seems a bit counter to natural justice.
