[Phpwm] Would Drupal be suitable for this project?

Yes, though they are an optional module I think, not in the base install.

Drupal doesn't have such a concept of sections as some other CMSs (like 
Joomla!). I'm sure it's possible to do private areas, I'm just not too 
clear on how you would set it up neatly.
