They've stated a few times it's for speed.  Which going back a few jumps
is a big reason why external JS/CSS files are favoured - browsers can
cache them and therefore reduce the time taken to download all the
elements for a page.  Of course there are many times when it'll be
faster to include everything inline so mileage varies and knowing when
to break the rules can be helpful.
