[Phpwm] Cleaning up addresses

Hi there,

Were you using the Royal Mail PAF files for that? I did a project 
involving those last year using PHP and MySQL. The data load was a bit of 
a nightmare! Once you get the indexes right the queries come back nice and 
fast!

entire UK by primary postcode, with county, city, town, village 
encompassed
by that postcode, plus all the adjacent postcodes to that postcode for a
mapping system.
All 27,000 of them!
