[Phpwm] W3C XHTML 1.0 validation

Just a quick heads up.........
W3C seem to have altered their test for XHTML 1.0 validation in that the
<html> tag now seems to have to be;
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">
to pass.
For those out there that claim the validation passed graphic it might be
worth retesting your pages. :-)
I doubt W3C will be chasing about looking for non-compliance, but a customer
might click it and see a fail!
