[Phpwm] Default file upload/download location on users maching

If it's for a company-only intranet then you could feasibly have it set in
each user's browser settings (obviously this has limited applications, but
it might be useful for this scenario). Unfortunately as already stated,
don't think this can be specified via the download itself.
