[Phpwm] Covert PHP from a Web based app to Client based

I guess you could install Apache, PHP, etc on a Virtual Machine and  
distribute that on a CD perhaps?

Like so much in life, I think it's probably doable but shouldn't be  
done! Sounds like it could be a world of pain.
