I'm unfortunately not aware of anything which focusses on the West Midlands.

There is e.g. the supply.gov.uk thing, and various other national 
agencies (bobex?) which send emails - but I've never gotten work out of 
them and think it's a bit like walking into the local job centre and 
thinking you'll find PHP development positions being advertised.
