I'm afraid I can't help out with the site desgin (snowed under at
Loughborough with work at the moment) but something just occured to me that
might help you out...

Have you seen http://www.oswd.org/?  They make web site designs freely
available.  I don't know how accessible they are (something I'm quite
interested in, being visually impaired, hehe) but it might be at least a
good starting point.  A lot of the work seems to have been done already.
