Sorry if this comes across as a 'bog off and RTFM' it's not intended as
such.  These pages will explain things much better than I can.  The
first you might find particularly useful as a Fedora user.  The last is
very good at the keysigning process and has a useful little python
script for keysigning.  The author, Ewan, reads this list so any
questions about it, I'm sure he'd be willing to answer.

Basically though, get yourself a key as Ash has and we'll take it from
there.
