Not automatically on any distro I have used, but see man
hdparm for the -y and -Y options which do the job.

I don't know if there is an easy way, but ISTR seeing
something on Freshmeat recenty whose purpose is to keep a
centralised record of such files, and I guess that its own
default config must have some hints.  Sorry but the name had
gone for the moment.
