What about using a USB pen drive.
Win 98SE supports USB and most of the pendrives should come with drivers for 
98. XP will treat it similar to Linux and just see it as another hard disk.

30Mb is not that hard with floppies. First make sure it is compressed. Use 
something like WinZip.

Now split to floppy disk size chunks with say KFK which you can download from

ftp://ftp2.kcsoftwares.com/kcsoftwa/files/kfk.exe

A pain but still only 21 disks (or one disk 21 times)
