Have a look at  http://www.qbic.co.uk
They have asp, php, MySQL  and support XMLRPC DOMXML.

Did consider it briefly, I have Visual Studio .Net Enterprise loaded on
my
machine and it is very tempting, but I really want to get away from M$
products, whenever I have tried to use them I always seem to find myself
constrained to M$ products all over the place. They are very easy to
use,
things seem to connect much easier than using disparate technologies.
The
downside being that when its all done for you you tend to learn less.
Anyway Php it is for the moment, and the simple solution, maybe later
for
the XMl, when I have got my head around XMLRPC DOMXML.

This is probably heresy :-), but on a Windows platform have you
considered doing it in ASP.NET? C# is a very nice language to use for
web applications with a nice Java/Javascript/C feel to it without the
sharp edges, and the .Net class library is pretty good too, I have to
say.
