This has been something that I've been meaning to do something about for ages. (So is turning up to more LUG meetings :-))
 
I vote Yes on both counts, and am also willing to act as co-ordinator.

I'm not sure what two methods you are mixing here. The HOWTO describes a "centralised" approach which requires a quiet environment and a "decentralised" approach where either the environment is noisy (a bar is one of the examples given) or the participants number in the hundreds.
 
The decentralised approach appears to be appropriate for our meetings as they are indeed in a bar. The decentralised approach has a further benefit for people who, like me, have a poor memory for names; as the ID and keyprint for a given signee are verified together, there is less scope for mistakes or tampering.
