Looks like VIA181D (but the print on the chip is very small, so I may
not have that exactly correct.

Yes. My optical mouse usually glows red, but it's lifeless plugged into
this card. However I can charge my little Mustek Gsmart Mini digicam
from it.

Tried with WinXP, which doesn't recognise it either. The card doesn't
come with any special Windows drivers.
