Yes, you are right!  I only asked because I've fallen foul of this 
before - I had to have an /etc/hosts entry for an external host (broken 
DNS at the time), but eventually a) the DNS was fixed, and b) the 
external host moved IP address.  My hack had been working for so long 
that I had forgotten how I'd fixed it in the first place.
